The costly failure of Md.'s insurance exchange [Letter]

In his op-ed of Dec. 2, Dan Clements notes that the Obama administration provided $163 million in funding to set up Maryland's health insurance exchange, putting it in the top 10 nationally ("A failure of leadership". The reported figure for those that have successfully enrolled so far as less than 5,000. That would equate to a cost, so far, of $32,600 spent on each successfully enrolled Marylander. If this was a business, would that figure be considered cost efficient?
