A third person has been arrested in connection with the mid-March videotaped beating of a man in downtown Baltimore, police said.

Deangelo Carter, 18, of Baltimore, was taken into custody Tuesday in Northeast Baltimore, said Detective Jeremy Silbert, a spokesman for the Baltimore Police Department. Carter has been charged with first-degree assault, he said.

Police are still looking for a fourth person — Shatia Baldwin, 21, of Baltimore — who they say took part in the assault on a man from Alexandria, Va. Baldwin is named in a warrant that charges her with assault and robbery.

The victim, Sephy Bounan, was stripped, beaten and left unconscious in front of a city courthouse on North Calvert Street. He told police he was intoxicated and trying to find his way back to his Mount Vernon hotel at the time of the attack.

Earlier this month, police arrested 20-year-old Aaron Jacob Parsons, who allegedly punched Bounan, sending him to the ground. Parsons, a party promoter from Rosedale, surrendered and was being held on $500,000 bail on charges of assault and robbery.

On Monday, police announced the arrest of Shayona Mikia Davis, 20, on charges that include armed robbery and assault. She was being held on $750,000 bail.

A video recording of the beating that was posted online helped police identify the four suspects.

Anyone with information about the assault or Baldwin's whereabouts should call police, Silbert said.
