Baltimore County police have identified the pedestrian who died after being struck by a car Tuesday afternoon in Middle River.

William Frederick Norton Jr., 74, of the 100 block of Riverside Road was walking west on Orems Road near Entrance Road at about 5:30 p.m. during a heavy downpour, police said.

He was struck by a westbound vehicle, driven by Mario Joseph Renta, 26 of the 7500 block of Eagle Walk Court in Rosedale. While Norton was lying in the road, he was struck by a second car. He was pronounced dead at 5:37 p.m. at the scene.

Investigators said Norton was at fault and that the weather and darkness were factors in the accident. Police have charged Renta with driving under the influence and driving on a revoked license. He was arrested at the scene. The other driver was not charged in the incident.
