America: The land of opportunity (unless you're American)

Baltimore City school teachers and principals, even those with many years of experience, must now reapply for their jobs and attend a job fair alongside new college graduates.

Yet the school system recruited hundreds of teachers from the Philippines to work in city schools. Is there something wrong with this picture?

I guess America really is the land of opportunity — unless you are an American, of course.
