Letter: County Council Passes Perry Hall Revitalization District

I wanted to let you know that at its meeting on Monday, May 2, the Baltimore County Council passed Resolution 47-11, which creates a Perry Hall commercial revitalization district.

I sponsored this resolution because I thought firms in the heart of Perry Hall, particularly small and family-owned businesses, should benefit from the tax and loan incentives offered in other older parts of Baltimore County. The vote on Resolution 47-11 was unanimous.

Under the resolution, a commercial revitalization zone is created along Belair Road, extending from Blakeley Avenue in the south to Minte Drive in the north. The revitalization zone also extends on Joppa Road from Seven Courts Drive to Belair Road, and on Ebenezer Road from Belair Road to Yvonne Avenue.

Businesses in this district are eligible for loans and other assistance. Business owners can qualify for interest-free loans to improve their properties. They can participate in an Architect-On-Call program that offers up to ten free hours of professional architectural design services. They can also participate in the Small Business Loan Partnership, which provides real estate, fixed-asset and working capital loans through a partnership between Baltimore County and the area's leading financial institutions.

The Perry Hall/White Marsh Business Association supported this resolution, and this type of effort was endorsed in the Perry Hall Community Plan, the development of which was led by the Perry Hall Improvement Association.

I would like to thank County Executive Kamenetz and his staff for their cooperation and assistance. In particular, I thank Planning Director Andrea Van Arsdale. Our office will be working to ensure that businesses are aware of the opportunities made available thanks to this designation.
