Does horseracing really deserve to be bailed out?

Could someone explain to me and perhaps a lot of other Marylanders why horseracing appears to be the lifeblood of Maryland? All you hear on the local news stations and in The Sun is how the industry must be bailed out.

The governor is spending slots money that does not yet exist to support horse racing while cutting school spending. It just doesn't make sense to save an industry that can't save itself.
