A tale of two school systems: In Baltimore City, CEO Andrés Alsonso has reduced staff in the central office, hired more teachers and decreased class sizes. In Baltimore County, Superintendent Joe A. Hairston has increased his staff, is laying off teachers, and high school class sizes will grow. Which school system do you think is on the right track to improving education?
