School district names teacher contract panel

Eight-member board to set criteria for pay, promotion

Eight Baltimore city educators have been appointed to a committee that will hammer out critical details of part of the landmark Baltimore Teachers Union contract ratified last fall, city school officials said Thursday.

The members, four representing the school system and four representing the union, will serve three-year terms on a joint governing panel, a committee established in the contract to develop criteria by which district teachers will be promoted and compensated.

Appointed by the union are Kenya Campbell, LaBrina Hopkins, Yvette Turner and Tia Coutroupis, according to BTU spokeswoman Jessica Aldon. All are educators; Hopkins and Turner are also executive board members of the union, she said.

The school district named Anne Claire Tejtel, Ashley Cook, Sarah Heaton and Brian Rainville, who is the district's reigning Teacher of the Year. These four are city teachers who have worked in various capacities, according to a city school spokeswoman. They were selected out of more than 60 candidates who applied to both the district and the BTU, and went through two rounds of interviews.

The annual salary for panelists will be $94,000, according to the district. The salaries were negotiated during contract bargaining, and will be funded by federal Race to the Top money.

Aldon said the union believes the appointees "fit the profile of what was needed" for one of the major parts of the contract.

The panel, which began meeting this month, will develop a menu of "achievement units," a credit system that rewards teachers for student growth and professional development, and allows teachers to move up the career ladders introduced in the contract.

Achievement units replaced automatic pay increases based on tenure with a career ladder that will allow teachers to move up the pay scale based on proven effectiveness and several leadership and professional development initiatives.

City teachers received provisional placements on the career ladder last month. The panel is also working on a rubric for a peer review process for teachers who did not initially place in the top tiers of the ladder
