Separately, man charged with rape after 2 girls went missing over weekend

Two children who Baltimore County police say were abducted by their mother from a foster caretaker have been found.

Tyquan Rashard Wiggins, 7, and Shani'ya Lashay Wiggins, 3, were abducted by their biological mother, Dannelle Lynnette Wiggins, on Feb. 26, according to a police statement issued Tuesday. The three had last been spotted on March 1 near Lexington Market in Baltimore.

After seeing media coverage, the mother's family contacted police, department spokeswoman Detective Cathy Batton said Tuesday afternoon. The boy, Tyquan, has been returned to his foster mother. The custody issues are not as clear for his sister, Shani'ya, and she will remain with her natural mother, Batton said. "Everything else will be worked out in the court system," she said.

A judge had awarded custody of Tyquan to the foster mother, according to Batton. Custody proceedings had begun for Shani'ya, the police statement said.

The state's attorney will review the case to determine if criminal charges will be filed, Batton said.

In a separate matter, police arrested and charged a 21-year-old Randallstown man in connection with the disappearance on Saturday of two girls who were found a day later.

Irvin Julius Winfree, who lives on the 8500 block of Glen Michael Lane, was charged with second-degree rape and a third-degree sex offense. Winfree is being held in the Baltimore County Detention Center in Towson in lieu of $500,000 bail.

The two girls, one 12, the other 14, had been with some friends Saturday afternoon on Liberty Road in Randallstown and were last seen getting into a black, two-door car with tinted windows. The girls were tracked down on Sunday evening in the area of Rolling and Jody Knoll roads in Windsor Mill and were returned to the custody of their parents, police said.

An investigation led to the arrest of Winfree. Police also questioned two other people, but they were released without charges.
