On immigrant tuition issue, Md. can set example of fairness and opportunity

It is a disgrace that the U.S. congress did not pass the Dream Act in a country founded on freedom and equal opportunities. Hopefully the Maryland General Assembly will pass state Sen. Victor Ramirez's bill, also called the Dream Act, which would allow the children of illegal immigrants who graduate from Maryland high schools to receive in-state tuition rates in college. In so doing, Maryland can set an example which, hopefully, other states will follow.
