Southbound I-83 reduced to one lane

Flooding from Sunday night's storm has closed several lanes on Interstate 83, stalling the southbound morning commute at Northern Parkway to the downtown exits.

Only one lane remains open after standing water from heavy rains forced the closures about 9 p.m. The ramp from I-83 southbound onto West Northern Parkway remains closed.

Transportation officials say no other Baltimore roadways are closed due to flooding at this time.

But utility work has also closed down lanes on Lombard Street near Light Street, transportation officials said. The work is expected to last two weeks, according to Adrienne Barnes, a transportation department spokeswoman.

And south of the city, a tractor trailer truck overturned on a ramp leading from northbound I-295 to the Beltway. The ramp was closed as emergency crews worked to clear the roadway.

BWI Airport also unusually busy this morning. Some flights to and from Baltimore were cancelled Sunday night due to the storm, and travelers had to scramble to book morning flights.

Baltimore County also reported localized flooding. Ruxton Road between Bellona and Circle roads was reported closed at 9:30 p.m. due to high water.

Electricity has been restored to more than 10,000 area customers who were without power Sunday evening. BGE says only about 500 residents are without electricity.
