The man linked to the death of an 11-year-old Salisbury girl has been indicted in her murder by a Wicomico County grand jury, and the county state's attorney said he will seek the death penalty, according to news reports.
Thomas Leggs Jr., 30, a registered sex offender in Maryland and Delaware, is charged with the murder of Sarah Haley Foxwell, whose body was found in a wooded area on Christmas Day. Wicomico County State's Attorney Davis Ruark said a grand jury handed down the indictment on Monday and that Leggs is also charged with sex offenses.
