On January 1, 2010, BARBARA W. SUGLAND. Devoted wife of Mark Russell. Loving mother of Melody Russell of Miami, Florida. Barbara held a Doctor of Science Degree in Social demography from Johns Hopkins University School of Public Health; a Masters of Public Health Degree in behavioral science and health education from the University of California, Los Angeles and a Bachelor of Arts Degree in social psychology from Johns Hopkins University's school of Arts and Sciences. Ms. Sugland began her career as a health educator at the Hollywood Wilshire Health Center in Los Angeles, CA. At the time of her death Barbara Sugland MPH, ScD was the co-Founder and Executive Director of CARTA, The Center for Applied Research and Technical Assistance, Inc., a national non-profit and non-partisan organization dedicated to promoting the safe and healthy transition of all young people from youth to adulthood, specifically youth of color. Prior to establishing CARTA, Barbara served as area Director of Teen Childbearing Reach at Child Trends, a social policy research organization in Washington D.C. In addition to her husband and daughter Ms. Sugland is also survived by sisters Helen Sugland of CA. and Kathleen Sugland of CT. and host of other family and friends. Public Visitation will be held at the Family Owned WYLIE FUNERAL HOME P.A. OF BALTIMORE COUNTY, 9200 Liberty Road Sunday from 3 to 6 P.M. Funeral Services will be held Monday in the Chapel of the above mentioned funeral home. The wake will begin at 10:30 A.M. with funeral services beginning at 11:00 A.M. Internment Following.
