Man dies after crashing his truck in Parkton


A 36-year-old Baltimore County man died Sunday night after he lost control of his truck and crashed down an embankment on Mount Carmel Road, according to police. Richard Winkler III, of the 3200 block of Mount Carmel Road, was driving his 1990 Chevy pickup in the westbound lane near Masemore Road in Parkton about 11:10 p.m. when the truck crossed the center line, overturned and rolled down an embankment, a police spokesman said. Winkler was pronounced dead at the scene. Police are unsure whether the record-breaking snow that pummeled the region played a part in the accident.

Work to reroute Beltway at Charles Street postponed


Construction on a stretch of Interstate 695 between Interstate 83 and Charles Street has been postponed until January because of the weekend's heavy snow, according to the State Highway Administration. Agency spokesman David Buck said the work could begin as early as Jan. 4 or 5, but for now highway workers will be dealing with snow and ice. The months-long construction project will require a temporary split of the lanes along the east-bound Inner Loop as workers replace concrete on the bridge over the light rail tracks. The work is a side project in the state's $50 million I-695-Charles Street Interchange project that will eventually allow for the Beltway to be expanded. Work is being done in phases so all the traffic lanes can remain open.
