Howard, conservation district come to an understanding

A memorandum of understanding has been reached that will allow the Howard County Soil Conservation District to again process plans for as many as 40 development projects that have stalled in the past month as inspectors went unpaid. Under the agreement between Howard County and the independent soil conservation district, which was signed Friday, the county will collect as much as $110,000 annually to be dispersed by the Soil Conservation District. The county will also be able to conduct audits to make sure the money being collected is used. "The bottom line is it allows them to go back to work and process plans," Howard County Executive Ken Ulman said. "I'm glad we're now on the same page." Robert Ensor, district manager for the Soil Conservation District, was unavailable for comment.

Two shot in parking lot of Liberty Road restaurant

Two men were hospitalized with bullet wounds early Friday and a third is being sought after a shooting in the parking lot of a Randallstown restaurant, police said. Officers responding to a call shortly before midnight Thursday found Aundre Leroy Jordan, 24, lying in a pool of blood on Old Court Road near Liberty Road, said Bill Toohey, a spokesman for the Baltimore County Police Department. "An officer asked who shot him and he provided a nickname, which we'll be tracking down," Toohey said. He added that a bag of marijuana was found in Jordan's pocket before he was taken to Sinai Hospital for treatment of a gunshot wound to his left arm. A short time later, Toohey said, a man with a gunshot wound to the head entered Northwest Hospital Center in Randallstown. The man, identified as Croif Hilary Emanuel, 19, was taken to Maryland Shock Trauma Center. Police said both men had been shot in the parking lot of a Checkers restaurant on Liberty Road.

Woman reports sexual assault near Susquehanna State Park

Harford County sheriff's deputies were investigating a report of a sexual assault near Susquehanna State Park. The victim said she was parked on Rock Run Road near Stafford Road between 6 p.m. and 7 p.m. Monday when a man entered the vehicle and attacked her, according to the sheriff's office. Authorities described the man as clean-shaven, with dark hair and brown eyes. Anyone with information about the attack was asked to call Detective Nicholas Petrozinno at 410-836-5014.
