The Head Counselor At City College Influenced Thousands Of Lives During His Three-decade Tenure At The School

"We remained friends for more than 60 years," he said. "Once in a while, a person comes along who is truly irreplaceable. Zip was one of them."

Mr. Wagner was an active member of Baltimore Hebrew Congregation for more than 60 years, where he had chaired the social action committee that was responsible for resettling immigrants from Vietnam in the late 1970s and immigrants from Russia during the 1980s.

"Mr. Wagner, along with the Baltimore Hebrew Congregation, have been to the immigrants everything that is good about America. He has been a sanctuary, refuge and a safe haven. He is the words on the base of the Statue of Liberty," said a 1991 article in the Baltimore Jewish Times.

From 1977 until 2007, Mr. Wagner volunteered with Jewish Family Services and Meals on Wheels of Central Maryland.

On Thursday, the Central Scholarship Bureau awarded the first Stanley and Evelyn Wagner Scholarship for City College Students to Leland Shelton, who will attend Morehouse College in Atlanta.

An avid duplicate bridge player, Mr. Wagner played his last game two weeks before his death.

Services were held Aug. 2.

Also surviving are two daughters, Rona Conti of Belmont, Mass., and Susan Tapper of Seattle; a brother, Daniel Wagner of New York City; nine grandchildren; and two great-grandchildren.
