Ex-official Lists Alleged Abuses In Police Dept.

Woodson-Branche said Owens scrutinized her activities and had a major say in how the trial board office was run, but did not provide any specifics about any improper actions she was told to take. She said Owens asked for monthly reports and "constrained my ability to do my job."

"I'd get a call, get an order, to be carried out immediately, irrespective of whether it was viable," Woodson-Branche said. "This was a person who demanded her way, right away."

Guglielmi said Owens would not address the accusations, but said that it's "not possible for a single person in the command to influence or corrupt that process."

Brown said while the controversy over internal investigations may seem like an in-house problem, it has major ramifications for the citizens of Baltimore.

"You've got officers who have immense power, and it's important that we have the right officers on the street, and the wrong officers off of the streets," Brown said. "It's become apparent that the Police Department is not serious about policing their own."
