Mikulski and Sen. Benjamin L. Cardin were also working on passage of separate legislation to provide more money for long-term water and wastewater infrastructure improvement programs. The money will flow through two existing programs at the state Department of the Environment, the Water Quality and Drinking Water Quality Revolving Loan Funds, which annually receive some funding from the state and federal governments. A portion of the funds were required to be spent on "green" infrastructure.
