April 22, 2009|By JUSTIN FENTON

A 24-year-old man was fatally shot Tuesday morning in West Baltimore's Walbrook neighborhood. Police discovered Qonta Waddell about 6:45 a.m. in an alley near the 3100 block of Windsor Ave. Waddell, of the 600 block of Waymoke St., had been shot several times, said Agent Donny Moses, a police spokesman. Police said Waddell was on parole at the time of his death. Before the shooting, police were called to the 4900 block of Stafford St. for an abduction. While investigating, police discovered that Waddell had been abducted and then shot. Police also identified Harold Able Sr., 56, of the 1600 block of Latrobe St. as an unlicensed cabdriver, or "hack," who was found shot in a vehicle in East Baltimore last week. Detectives are investigating whether Able's killing is connected with the shooting death of another driver a few days later.
