Ulman preparing for zero revenue growth

Howard County officials are bracing for zero revenue growth next fiscal year, a prospect that has led County Executive Ken Ulman to ask department heads for two versions of their budget requests: bad and worse. The county is not experiencing a shortfall this year, but Ulman told more than 400 people at a Chamber of Commerce luncheon yesterday that the coming year will be a test and that cuts in state funding to local governments are coming. Ulman said he has asked department heads to prepare two budget plans: one with no increase in spending and another with a 5 percent cut.

Rodgers Forge pupils moving to Dumbarton

Towson-area parents received letters this week notifying them that third-graders from crowded Rodgers Forge Elementary School will be moving to nearby Dumbarton Middle this fall for their fourth-grade year. "We have simply run out of enough space to accommodate additional classrooms," wrote Susan L. Deise, the Rodgers Forge principal. Sending the fourth grade to Dumbarton is part of a continuing effort to handle Rodgers Forge's climbing enrollment, the letter said. The move is a temporary measure until a new elementary school opens in Towson in 2010, Dumbarton Principal Nancy B. Fink wrote in a letter to parents.

2 East Baltimore projects to get $100,000 grants

Two development projects in East Baltimore will be awarded a total of $200,000 in grants today by the Citi Foundation. East Baltimore Development Inc. and The Reinvestment Fund will each receive $100,000 for their work to revitalize low- and moderate-income communities. EBDI will use the money toward its renovation of up to 150 rowhouses in East Baltimore. The Reinvestment Fund is building the 122-home Preston Place development in the Oliver neighborhood.
