GRIFFIN B. BELL, 90

Former U.S. attorney general

Griffin B. Bell, a Southern lawyer who grew up with Jimmy Carter and later became U.S. attorney general after Mr. Carter was elected president in 1976, died yesterday of kidney failure, said Diana Lewis, a spokeswoman for Piedmont Hospital in Atlanta. During his 2 1/2 years as attorney general, Mr. Bell promoted judicial reform and supported the Foreign Intelligence Surveillance Act, limiting domestic government spying.
