* ADG Creative appointed Craig VanBrackle as the Columbia-based firm's chief operating officer. A graduate of Virginia Commonwealth University, he was formerly with Ascend One Corp.

* Richmond American Homes announced the appointment of Rod Hart as president of its Maryland division. Previously a vice president with Pulte Homes, he earned his MBA at the University of Detroit.

* Horizon Builders named Susan Sapiro as business development manager. Before joining the Crofton-based home builder, she was with the Diamond Group. She is a graduate of the Catholic University of America, where she earned a graduate engineering degree,

* Kelly Marketing Services, a division of Kelly & Associates Insurance Group Inc., announced that Joseph N. Seifert III joined the Baltimore company as director of broker sales.

* Candice Baker joined the staff of Business Volunteers Unlimited as its volunteer coordinator. She is responsible for the recruitment and organization of volunteers. A graduate of Stevenson University, she was formerly with Child Care Links Inc.

* Yakabod Inc. named Chris Coleman executive vice president of marketing and Ken Foxton vice president of national intelligence programs for the Frederick-based software and platform developer.

* Data Systems Analysts Inc. has chosen Tricia H. De Blander as director of human resources business partner services. She earned her graduate degree from Marymount University and was previously with the Johns Hopkins Applied Physics Laboratory.

* Social Solutions, headquartered in Baltimore, announced the appointment of Harry Chiu as chief operating officer of the human services provider. Formerly with Fundware, he earned a graduate engineering degree from Stanford University and an MBA from the Massachusetts Institute of Technology.

* MacKenzie Commercial Services, based in Lutherville, named Jamie Daue as a real estate advisor. A graduate of Towson University, he was formerly with Anheuser-Busch Inc.
