Don Gansauer in Canton wonders which forecasters BGE listened to when it warned gas customers that a cooler winter this year will help boost home heating bills an average $110. The NWS and AccuWeather.com predict a cooler winter than last based on air and ocean conditions. BGE says it always plans for average weather: Last winter was mild, so they assume this one will be cooler by comparison.
