No conspiracy, but inconsistent

I am losing patience with the inconsistent way the NFL interprets its rules. If you're going to be consistent, the Ravens would have won that Browns game last year (on the reversed field-goal call) and then the rule would have been changed. If you're going to go case by case, then you have to also fix a phantom pass interference when the replay clearly shows the defender never touched the receiver. I understand the frustration but don't buy the conspiracy theory against the Ravens.
