Karen Barbour, president of The Barbour Group, a surety bond and business insurance firm based in Westminster, was named the U.S. Small Business Administration's 2008 Maryland Small Business Person of the Year.

Contracts

Glenn Dale-based TVI Corp. recceived a $5.1 million order to provide filter canisters to the Army TACOM Life Cycle Management Command. The new sales augments an earlier order valued at more than $2.5 million; full delivery of all units should be completed by the end of the year.

Expansion

Innovative Biosensors Inc. announced that the Rockville-based biodefense and clinical pathogens test provider has started a division, IBI Environmental Business Group, to be led by Richard Thomas as president.

Kudos

The Baltimore County Department of Social Services has recognized the attorneys of the Baltimore office of Hogan & Hartson LLP for their pro bono work in developing the Kinship Care Resource Manual for staff who work with children and their caregivers.
