Trahan Burden Charles has appointed Brent Burkhardt as executive vice president and managing director of public relations for the Baltimore-based regional advertising agency.

Vertis Communications appointed Charles Miotke as president of the Baltimore-based direct marketing unit of the national print advertising and direct marketing solutions provider.

Banking and finance

Northwestern Mutual Financial Network named Kelly Whitson as a financial representative in its Baltimore office.

Petroleum & Resources Corp. said Robert E. Sullivan was elected executive vice president of the Baltimore-based closed-end investment company.

Scottrade appointed Jason Berman as manager of the Pikesville office of the online investment firm. He is responsible for branch operations, as well as client account management and assistance.

Provident Bank named as vice presidents Fred Branscome Jr., commercial division; Cheryl B. Ursida, investor relations division; and Lynne M. White, information technology division of the Baltimore-based regional bank.

Education

Villa Julie College appointed Robert Mikus as associate dean and director of residence life, and named Kirsten Gaskin as nurse practitioner on the staff of its wellness center.

Health care

MedStar Health promoted Kenneth A. Samet to president and chief executive officer of the Columbia-based regional health care system. He previously was president of the Washington Hospital Center.

Legal and insurance

McGuireWoods LLC admitted as associates Simona F. Cole, labor and employment department, and Clinton W. Randolph, capital markets department. They will practice in the Baltimore offices of the regional law firm.

Diversified Insurance Industries Inc. appointed Michael A. Papa as senior vice president of the Baltimore-based insurance brokerage. He is responsible for operations efficiency and sales management.

Hartford Computer Group Inc. named Bill Hottman as an account manager for the Columbia-based computer integrator. He is responsible for business development in the educational and commercial markets.
