Wachovia Corp. appointed Keiffer J. Mitchell Jr. as small business banker for Baltimore. The former Baltimore councilman previously had been a business development officer with Harbor Bank.

Woodsboro Bank appointed Veronica Mozzano as its chief lending officer. She is responsible for the commercial and consumer lending departments of the bank.

EagleBank named Sean K. Mitchell and Nicholas J. Pittas as vice presidents and lending officers in the Bethesda-based bank's commercial lending division.


Wilhelm Commercial Builders Inc. appointed Maureen Sugarman as senior project manager of the Annapolis Junction-based general contractor.

SNBL Clinical Pharmacology Center Inc. selected Mohamed S. Al-Ibrahim to be president and chief operating officer of the clinical trials center at the University of Maryland, Baltimore BioPark.

Becker Group named Nora Capers vice president of marketing and Meghan Pullarn marketing manager for the Baltimore-based national experiential marketing company.

Merkle, the Lanham-based database marketing agency, appointed J. Edward Horton as vice president and Gene Glaeser and Roberta Schroeder as senior directors.

TVI Corp. appointed Don Yount as executive vice president and chief operating officer of the Glenn Dale-based international supplier of first responder and first receiver products.
