An Ellicott City man has been charged with numerous traffic violations stemming from a three-car collision in Baltimore County on Thanksgiving night that killed a 62-year-old woman, police said.

Rakhmat Shuhrat Yusupov, 26, was driving a 1999 BMW on Reisterstown Road about 10:05 p.m., said Bill Toohey, a county police spokesman. The BMW, heading south, rear-ended a 1994 Crown Victoria that had just made a right onto Reisterstown Road from Greenspring Valley Road, Toohey said.

The Victoria spun counterclockwise into the path of a Pontiac Bonneville heading north. The Pontiac driver swerved and struck the driver's side of the Victoria.

A passenger sitting behind the Victoria's driver, Dorothy McCoy, of the 1500 block of Stonewood Road in East Baltimore, suffered fatal injuries and was pronounced dead at the scene.

Toohey said Yusupov was issued citations for speeding and driving under the influence. He said any criminal charges would not be filed until the state's attorney's office reviewed the case.

Yusupov, of the 3200 block of Wheaton Way, was convicted in October of failing to display a registration card on demand and ordered to pay a $40 fine, court records show.

Police do not expected to charge the other two drivers, including the 17-year-old driving the Pontiac, Toohey said.
