Teachers to vote on partial contract

Baltimore Teachers Union members are slated to vote next week on a new contract giving a raise to teachers and aides but leaving unresolved the impasse over proposed changes affecting planning time.

The vote is slated from 4 p.m. to 6 p.m. Tuesday at Polytechnic Institute. The city school board and the union have agreed on all provisions of a new contract except planning time and a small segment involving health care, according to the BTU.

Three are arrested in dorm robbery

Three Westminster men have been arrested in an armed robbery this week in a dormitory room at McDaniel College, police said yesterday.

The three men -- none of them students at the school -- are charged in the robbery of two students about 11 p.m. Wednesday in the college's Rouzer Hall, Westminster police said. One of the robbers displayed a handgun, police said. No one was injured, according to police.

John T. Gibbs, Brian C. Prodoehl and Aaron C. Robertson, all 20, were charged with armed robbery, burglary and theft.

Dead man's family presses for charges

The mother of a Carroll County man who died after being struck by a police cruiser last year near Finksburg is seeking a meeting with Frederick County prosecutors to discuss possible criminal charges in the case, her lawyer said yesterday.

Jeane Blizzard was referred to that office by the Carroll County state's attorney's office, after she filed an application for charges this week against the state trooper driving the cruiser. The case was originally passed on to Frederick County prosecutors for review to avoid the appearance of a conflict of interest.

The Frederick office decided not to prosecute in May, said Kirsten Brown, chief of the district court division.

Blizzard's son, Randy L. Rakes, 38, had been walking along Route 140 with a friend about midnight Nov. 28 when the two decided to cross the road, according to a Maryland State Police crash report. Trooper Dale A. Derr was driving more than 80 mph in his police cruiser when he hit Rakes, the report stated.

Man sought in sexual assault

Howard County police were searching for a man who sexually assaulted a woman in her Ellicott City home after shocking her with a stun gun, a department spokeswoman said yesterday.

The incident occurred Nov. 9 in the Wheatfield neighborhood, bordered by Long Gate Parkway, Route 103 and Route 100, police said.

Police spokeswoman Sherry Llewellyn said the victim contacted police late Wednesday after relatives encouraged her to do so. She told police that her attacker threatened to return if she reported the crime.

The woman, who was home alone, reported that she awoke about 2 a.m. to find a man standing next to her bed. As she tried to sit up, the man shocked her with a stun gun and demanded money. The woman gave him money from her wallet, and then he forced her to perform a sex act, police said.

Howard County police are offering a reward of up to $2,000 for information.
