Maryland need to recoup [our precipitation deficit] during the winter?" We were hammered in February 2003, five months after the 2001-2002 drought ended. We're short nearly 10 inches of rain this year. Catch-up for each inch would require 10 inches of snow. Do the math. But the drought isn't over. Expect a dry winter.
