2 in SUV sought in June killing

Howard County police said yesterday they are searching for two witnesses who left the scene of a June 22 fatal shooting in Ellicott City in a silver sport utility vehicle.

Moeen Raja, 21, of the 3300 block of Hollow Court was found dead about 11:45 p.m. inside his green Honda Accord in the parking lot of an apartment building on West Spring Drive, off Town and Country Boulevard. Raja had been shot and apparently rammed the Honda into several cars while trying to drive away.

Upon hearing gunfire and the collisions, several neighbors came out of their apartments.

Detectives believe that two men in a silver SUV witnessed the killing and can provide suspect descriptions, but they did not commit the crime, police spokeswoman Sherry Llewellyn said. Police also are asking an anonymous caller who provided information about the Honda Accord to call again.

"There are details that we're seeking that neighbors haven't been able to provide," Llewellyn said. "These two men and the anonymous caller could be the key to closing the case."

Raja's brother, Imran Raja, 23, said yesterday the family has lived for seven years in a townhouse on West Spring Drive behind the apartments where his brother was found shot.

He said that he believes his brother, who was to be a senior at the University of Maryland, Baltimore County this fall, was in the neighborhood to visit family or friends. He was in "the wrong place at the wrong time. We believe that this was a random crime, and that he was a true victim," Imran Raja said.

Raja's family and the Police Department are offering a combined $15,000 reward for information leading to an arrest. Police are asking anyone with information to call 410-313-3200. Callers may remain anonymous.
