$5,000 reward offered in Howard killing

Howard County police are offering a $5,000 reward for information leading to an arrest in the fatal shooting Friday night of a 21-year-old man in Ellicott City, Pfc. Jennifer Reidy, a police spokeswoman, said yesterday.

Witnesses said they saw two men running from the scene, police said.

Moeen Sadiq Raja was shot once while sitting in the driver's seat of a Honda Accord on the parking lot of an apartment complex in the 3100 block of West Springs Drive, off of Town and Country Boulevard.

Neighbors heard approximately three shots about 11:45 p.m. and ran out of an apartment building to see the car crash into three parked vehicles and come to a stop.

Smoke steamed from the hood of the Accord, said Benjamin Pinella, who lives a few feet from where the car crashed.

Lillian Balladares, another resident, said that when she came home from work that night two men were standing on the parking lot. She said she later saw the men running from the complex toward nearby townhouses.

Another resident of the complex, who would not give her name because she fears for her safety, said several men, not just two, were drinking on the parking lot and frequently congregate there on weekends. She said that two men ran from the scene of the shooting, but she said they went into the apartment complex, where their relatives live.

Yesterday, Reidy said police have not been able to determine a motive for the killing. She said that the department was distributing fliers in Spanish.

Raja, of the 3300 block of Hollow Court, was born and raised in Ellicott City, his aunt, Ishrat Raja, said yesterday. She declined to provide more information yesterday.

"Everybody went through shocks," she said.
