Police Blotter is a sampling of crimes from police reports in Baltimore and Baltimore County.

Baltimore

Central

Robbery/arrest -- A male, 17, was arrested early Thursday and was charged as an adult with the armed robbery and sexual assault of a 19-year-old woman as she walked in the 600 block of N. Paca St. about 12:45 a.m. that same day. Police monitoring a surveillance camera near the scene of the robbery witnessed the event and observed a man running away. Responding, police pursued the man and arrested him a few blocks away at Eutaw Street and Druid Hill Aveune. The woman reported a man armed with a knife robbed her of $4, then sexually assaulted her before fleeing. Held at Central Booking and Intake Center was Bernard Ramseur, of the 1300 block of N. Gilmor St.

Robbery/arrests -- Three boys, 12, 13 and 14, were arrested Thursday afternoon and were charged as juveniles with the armed robbery of a female motorist in the 1300 block of W. North Ave. The woman, 50, reported she was forced to stop for a boy riding a bike in front of her about 5 p.m. Seconds later, another teen placed an unknown object to her head and said, "Don't move or I'll shoot you." No weapon was displayed. While a third youth acted as a lookout, the boy on the bike stole the woman's purse containing an undisclosed sum of money. A witness told police the three boys fled to a nearby alley. Police arrested the boys, but did not recover the victim's purse.

Theft/arrest -- A boy, 16, from Mount Washington was arrested Thursday evening when he attempted to leave Helene's Basement, a clothing store in the 600 block of E. Pratt St., without paying for items valued at $229. The youth was charged as a juvenile with theft.

Burglary -- Someone broke into a house in the 500 block of Sanford Place through a rear door Thursday and stole two 20-inch-screen TVs and $50. Total items' value was $550.

Theft -- A purse containing a digital camera, $300, credit cards and other property was stolen Thursday from a 2007 Toyota Highlander sport utility vehicle parked in the 1600 block of Bolton St.

Theft -- A handicap placard was stolen Tuesday from a 2000 Honda Accord parked in the 500 block of E. Saratoga St. The theft was reported Thursday.

Theft -- A digital camera of unknown value was stolen Thursday from a 2004 Chevrolet truck parked in the first block of S. Charles St.

Baltimore County

Essex

Robbery -- Police were seeking a gunman who entered Lucky Fortune Restaurant in the 12500 block of Eastern Ave. in Middle River through a rear door about 9:30 p.m. Wednesday and ordered an employee to give him the contents of a cash register. After he was given an undisclosed sum, the gunman robbed the employee of his cell phone before fleeing. Anyone with information is asked to call the precinct at 410-887-0220.

Franklin

Racial incident -- Someone taped a sign containing explicit racial language onto the rear license plate of a car parked in the 100 block of Tollgate Road between 7 a.m. and 2 p.m. Thursday.

Wilkens

Burglary -- Someone entered Brodie's Jewelry store in the 6100 block of Baltimore National Pike between 7 p.m. and 9 p.m. Wednesday through a rear window and removed a cash register containing $10.
