Contracts

Carl M. Freeman Cos. of Olney will provide property management services for the Ross Village Shopping Center in Rosedale.

Electro-Optic Systems Group, a unit of Optelcom NKF Inc., was selected to provide optical fiber control systems architecture design services to Parker Aerospace.

WebAdvantage.net, based in Havre de Grace, signed a one-year contract to provide search engine optimization for Optimost, a New York-based testing solutions firm.

Openings

Butler Capital Corp. opened a Mid-Atlantic lending division in Hunt Valley under the direction of Robert L. Brando. The new investment group will focus on the Baltimore metro area and surrounding states.

Francis X. Kelly III has been installed as board chairman for the Baltimore County Chamber of Commerce.
