Annapolis man is killed in auto accident in Howard Co.

An Annapolis man was killed in a single-car accident that occurred between Saturday evening and yesterday morning, according to Howard County police.

Richard Michael Banks, 49, of the 1100 block of Green Holly Drive was in a Toyota Tacoma pickup truck that went off the end of a parking lot in the 7300 block of Coca-Cola Drive, police said. The truck traveled down an embankment and landed on its roof.

Police said no one saw the accident, which they believe occurred between 7:20 p.m. Saturday and 8:45 a.m. yesterday. Police were called when someone arriving for work noticed the debris from the accident. Banks was pronounced dead at the scene.

Police were investigating the accident.

3 arrested, charged in drive-by shooting

Three people were arrested and charged yesterday in a drive-by shooting earlier in the day in Friendship, Anne Arundel County police said today.

Just before 2 a.m., police talked with James Rogers of the 400 block of Wilson Court, whose car windshield had been shattered by gunfire, according to police.

Police identified two suspects, and, about 4 a.m., found a vehicle thought to be used in the incident. Officers kept watch on the car, while detectives applied for search and arrest warrants , police said.

About 2 p.m., county police - including members of the special operations unit - Maryland State Police and the Calvert County special operations unit executed the search warrants and found several firearms, including an assault rifle, as well as child pornographic material, police said.

Thomas Carlton Sparacino, 23, of the 1000 block of Lower Pindell Road has been charged with first-degree assault with intent to murder, first-degree assault and reckless endangerment, according to police.

Randy Michael Garner, 22, of the 12000 block of Cavalier Drive in Dunkirk, Calvert County was charged with first-degree assault with intent to murder, first-degree assault, reckless endangerment and possession of child pornography, police said.

After an investigation, police said that Brittney Renea Pheobus, 21, of the 8800 block of Lafayette Drive in Owings, Calvert County also was in the car during the shooting. She has been charged with first-degree assault with intent to murder, first-degree assault and reckless endangerment, according to police.

Bay Bridge

Work to close eastbound lanes

The Maryland Transportation Authority will close one of the two lanes of the eastbound span of the Bay Bridge for maintenance every weekday but Friday, starting May 29 and continuing through the end of June.

The right lane of the eastbound bridge will be closed between 7 a.m. and 2 p.m. Monday through Thursday, when the prevailing flow of traffic is heading west.

Spokeswoman Cheryl Sparks said the work cannot be performed at night. The lane will remain open when weather conditions do not allow work to continue.

Sparks said the closings are scheduled to end June 28.
