The Columbia Bank appointed Stan Wladkowski as vice president and branch manager at Long Gate Plaza and Rita Murphy as an assistant vice president in accounting and finance for the Howard County-based bank.

Provident Bank appointed Stephen K. Heine executive vice president for consumer and business banking for the Baltimore regional bank.

K Bank, based in Owings Mills, named Sumeet K. Goel vice president of commercial banking.

Financial Advantage Inc. promoted Lyn A. Dippel and Chad J. Norfolk to vice presidents for the Columbia financial planning and investment management firm.

Health care

Innovative Neurotronics Inc. appointed Michael A. Ross director of manufacturing operations, Dan Ruppa, director of finance, Richard Eliakim, director of international business development, and Sidney Bennett, quality assurance engineer for the Bethesda-based Hanger Orthopedic Group subsidiary.

Neuralstem Inc. appointed John Conron chief financial officer of the Rock ville stem cell research firm.

Hospitality-tourism

Baltimore Area Convention and Visitors Association said Kimberly Allison has joined the staff as regional director of sales. She will cover the Washington convention market.

Legal-insurance

Offit Kurman named Lou Ulman a senior partner in the firm's estate planning and elder law group. The Howard County-based law firm also announced that Stanley Neuhauser joined as a member of the estate planning and elder law group.

Hodes, Pessin & Katz PA elected Drake C. Zaharris co-managing director of the Towson-based regional law firm.

On the board

Baltimore County Savings Bank elected Ernie Moretti to the boards of BCSB Bankcorp Inc., Baltimore County Savings Bank FSB and Baltimore County Savings Bank MHC. Moretti is a former executive at Bradford Bank.

Gene Logic Inc. elected David L. Urdal of Dendreon Corp. and Mark J. Gabrielson of Pulmatrix Inc. to the Gaithersburg-based company's board of directors.

Cannon Design promoted Barbara Mellema to an associate at the Baltimore-headquartered international architectural planning and design firm.

Planned Systems International Inc. appointed Gerald Pizer as chief operating officer of the Columbia-based information technology solutions and services provider.

Smith Litho appointed Sanford Richardson as chief financial officer of the Rockville commercial printing house.
