ISSUE:

Anne Arundel County Board of Education members say that they have been put in the awkward position of being asked to approve millions of dollars a year in security upgrades without knowing if or how they fit in with a consultant's report detailing $39 million in weaknesses.

Administration officials have never released the 2005 report, saying that they do not want to publicize which schools had poor lighting, unlocked doors and windows, or other safety failings.

Despite the lack of information, the board approved $2.7 million last week for unspecified improvements, which could include fencing, cameras or other technology.
