17-year-old sought in Annapolis killing

A 17-year-old has been charged as an adult with first-degree murder in Sunday's fatal shooting of a Brooklyn Park man in an Annapolis public housing community, police said yesterday.

Officers are looking for Andrew Douglas Tuell, who they believe lives in Annapolis, said Officer Kevin Freeman, a police spokesman. Tuell is considered armed and dangerous.

The suspect, whose nickname is Zel, is accused of shooting Terrance Anthony Powell, 23, several times early Sunday in the College Creek Terrace neighborhood.

Powell's brother, Timothy Sembly Jr., was 15 when he was killed in September 2001 in the same community.

Anyone with information about Tuell's whereabouts or Sunday's shooting is asked to call the Annapolis Police Department at 410-268-9000.

Teacher's aide held in abuse

A 52 year-old Queen Anne's County teacher's assistant has been arrested on charges of child sexual abuse stemming from a family visit over the weekend, state police said yesterday.

Peter Karl Urbanowicz of Chestertown was ordered held on $25,000 bond by a District Court commissioner after his arrest Monday on two counts of sexual assault, one count of sexual abuse of a minor and one count of second-degree assault, police said, adding that the alleged victim was a 4-year-old girl.

Urbanowicz was a teacher's assistant at Stevensville Middle School and nearby Kent Island Elementary School, police said.
