Petrie Ross Ventures LLC announced that James C. "Chip" DiPaula Jr. joined the Annapolis-based retail and mixed-use property development firm as a partner, senior vice president and chief operating officer. He most recently was chief of staff for former Gov. Robert L. Ehrlich, Jr. and before that was a senior vice president for MacKenzie and Associates Inc.


MGH added Kristen Windle, account executive;Melanie Welsh, online media buyer/planner; and Natalie Van Buskirk, as account manager to the staff of the Owings Mills-based marketing communications agency.

Vertis Communications appointed Doug Mann as senior vice president and general manager of its advertising inserts division.


Citizens National Bank appointed Mike Joy and Amanda Anderson as branch managers at two Howard County locations in Maple Lawn and Waverly, respectively.

M&T Bank announced that William D. Hugo was named a wealth manager for the regional bank's downtown Baltimore branch.

The Columbia Bank selected Soufian Moutanabbih as manager for the bank's newest Frederick County location. The Frederick resident, a graduate of Montgomery College, was formerly with Provident Bank.

RLJ Equity Partners LLC said Rufus H. Rivers has joined the Bethesda-based equity management firm as managing director.

First Financial Group appointed Sherri Thomas to the Towson office staff as a financial representative.


Northrop Grumman Corp. appointed Joseph J. Ensor as vice president of surveillance and remote sensing. Also named as vice presidents and general managers of their divisions were: Charles J. Brinkman, advanced concepts and technology; Chineta K. Davis, electronic systems operations; and Gloria A. Flach, engineering and lo- gistics. The three are in the company's electronic systems sector.


Ober/Kaler announced that Jervis S. Finney, former U.S. attorney for Maryland and legal adviser to former Gov. Robert L. Ehrlich Jr., has rejoined the Baltimore-based regional law firm as of counsel in the Baltimore office.

Miles & Stockbridge PC named George W. Cox to the law firm's life sciences practice as an associate focusing on intellectual property and business law.

Tydings & Rosenberg LLP announced that Ann M. Grillo has become a partner and that Michael T. Ebaugh and Catherine A. Keller were named as associates.


The Children's Home appointed Mark Mittleman as deputy director and named Gail Lee as director of development for the Catonsville residential facility for abused and neglected children.


HNTB Corp. announced that Andrew Conklin joined the national infrastructure engineering firm as a project engineer in the firm's Columbia office.

NetStar-1 Inc. appointed Christopher Chroniger as chief technology officer for the Rockville information technology solutions provider.

Ellin & Tucker named Aileen M. Eskildsen as a principal in the audit, accounting and consulting department of the regional accounting practice. The firm also named Donnalisa L. Dorsett to its tax department.

Quality Associates Inc. promoted Elizabeth Kocourek to business development executive for the Columbia-headquartered document management, imaging and archiving solutions and services company.


Constellation Energy Group Inc. appointed Kevin W. Hadlock as vice president, investor relations and Robert L. Gould as vice president, corporate communications for the Baltimore-based gas and electrical power utility.
