M&T Bank announced the appointments of Rory Maher, Perry Hall, and Shelane M. Francisco, Eldersburg, as branch managers. They are responsible for daily operation, business and sales development and the community involvement of the respective offices.

Presidential Financial Corp. of the Chesapeake appointed Bob Brown as senior development officer and vice president. He is responsible for loan origination and banker relations in Maryland, Virginia and Washington.

BCSB Bankcorp Inc., the holding company of Baltimore County Savings Bank, named David M. Meadows executive vice president. He joined the company in 1999 as general counsel and had served as acting chief executive officer.

Enterprise Community Investment Inc. selected C. Lamar Seats as vice president, multifamily mortgage finance, for the Columbia-based housing finance and community investment firm.

Health care

XLHealth named Paul Lopez national director of community outreach and John Van Wart as national director of sales for the Baltimore-based disease management company.

Legal & insurance

CareFirst BlueCross BlueShield appointed William F. Casey vice president of government affairs for the health insurer, based in Owings Mills.

Rifkin, Livingston, Levitan & Silver LLC said Kevin O'Keeffe joined the Baltimore law firm's government relations division in Annapolis and Derrick L. Green joined the Greenbelt offices and will work in the land-use division and assist in the government relations division.

Professional services

Invotex Group said Rick W. Buchwald Jr., a consultant, and Kimberly B. Jordan, a consultant and information technology specialist, joined the staff of the Baltimore-based national accounting and intellectual property management firm.

Hord Coplan Macht has chosen Peter Winebrenner as a principal and named Jeff Hagan and Lawrence Kuper project managers in the Baltimore architectural firm. They are assigned to the firm's education practice.
