Richard Schad keeps a barometer at his place in Ellicott City. Usually he sees the numbers fall in a storm, but not during the rains of Oct. 5-7, which left 1.89 inches at BWI. "By my measure the air pressure was high ... and in fact even increased," he recalls. "What is the explanation?" It was an odd setup: a weak low off Cape Hatteras pumped wet ocean air onshore, while weak high pressure pressed in slowly from the west. We got a rising barometer and a three-day soaking.
