Veterans Day 1987 fell on a Wednesday, and then snow fell on Veterans Day. No one was ready. Baltimore's forecasters promised flurries, then rain and sleet with little accumulation. But flakes piled up all day -- 6 to 15 inches amid thunder and lightning. Schools closed. A homeless man froze to death. Cars slid into ditches and each other. One motorist on Interstate 70 was returning to his damaged car when another skidded toward him. He jumped a guardrail - to safety, he thought - and fell 35 feet to the Patapsco River.
