Democrats were expected last night to sweep all six of Baltimore's state legislative districts Five of the Democratic senators are incumbents, with Del. Catherine E. Pugh joining the Senate after having won a hard-fought primary for an open seat.

In the courthouse races, all of the prominent positions on the ballot - including three Circuit Court judges, state's attorney, clerk of the Circuit Court, and register of wills - were uncontested in yesterday's general election.

City voters also were expected to approve borrowing $120 million for new construction across Baltimore - including $36 million for schools - and to pass a city charter amendment creating a fund to build affordable housing.
