A 19-year-old Taneytown driver involved in a fatal collision with a woman riding her bike near New Windsor has been charged with negligent driving and driving with a suspended registration, according to the Carroll County Sheriff's Office.

The victim, Jennifer M. Clayton, 38, of Westminster, had been riding south along Clear Ridge Road on Aug. 17 when a Saturn struck her from behind, police said. She died later that day of her injuries.

The driver, Kyle R. Robinson of the 100 block of Baltimore St., failed to yield the right of way, police said.
