GROWTH FORUM -- The Anne Arundel County Council will hold a free forum on planning for growth in Anne Arundel County, featuring six experts in the field, from 7 p.m. to 9 p.m. at Anne Arundel Community College's Cade Center for Fine Arts, 101 College Parkway, Arnold. 410-222-1401.


HARFORD COUNCIL -- The Harford County Council will meet in legislative session at 8 p.m. at 212 S. Bond St., Bel Air. 410-638-3343 or 410-879-2000.


HOWARD EDUCATION -- The Howard County Council and the Board of Education will hold a quarterly meeting at 8:15 a.m. in the Tyson Room, George Howard Building, 3430 Court House Drive, Ellicott City. 410-313-7194.


CARROLL HOME RULE -- An informational workshop on transforming Carroll County into a code form of home rule government will be held at 7 p.m. at Shiloh Middle School, 3675 Willow St., Hampstead. Workshops will be held in other parts of the county on the next three Thursdays. 410-386-2030.


POWERBOAT SHOW -- The U.S. Powerboat Show, featuring more than 500 cruising and racing sailboats and hundreds of land exhibitors, will be open 10 a.m. to 7 p.m. in Annapolis Harbor. It will continue 10 a.m. to 7 p.m. Saturday and 10 a.m. to 6 p.m. Sunday. Admission is $16 for adults and $8 for children 12 and under.


RUNNING FESTIVAL -- The Baltimore Marathon will take place beginning at 8 a.m. at Russell and Camden streets, with runners going through many city neighborhoods and finishing outside M&T Bank Stadium. It is part of the Baltimore Running Festival, which includes other events and a celebration village featuring live music outside the stadium.

PRESIDENTIAL POWER -- Matthew Crenson will discuss the expansion of presidential power from 10:30 a.m. to 12:30 p.m. in the Poe Room of the Enoch Pratt Free Library, 400 Cathedral St. The presentation by Crenson, a Johns Hopkins University professor, is sponsored by the League of Women Voters of Baltimore City. SCOTTISH FESTIVAL -- The 15th annual Anne Arundel Scottish Festival and Highland Games will take place 9 a.m. to 5 p.m. at the Anne Arundel County Fairgrounds on Route 178. Admission is $12 for adults, $4 for ages 12-18 and free for children under 12. 410-849-2849 or
