Business owner Sid Saab edged out lawyer David A. Tibbetts by 87 votes in the Sept. 12 Republican primary for Anne Arundel County Council District 4, according to complete, unofficial returns posted yesterday by the county Board of Elections.

With all the absentee and provisional votes counted, Saab defeated Tibbetts, 1,544 to 1,457.

The Crownsville resident, who owns a jewelry business in Prince George's County, will face Democrat Jamie Benoit in November.

Results will be certified and made official Tuesday.

The seat representing western Anne Arundel County is being vacated by Bill D. Burlison, a Democrat stepping down after two terms.
