For those inclined to the philosophy of "that government is best which governs least," consider the example of the Howard County commissioners in the mid-19th century. Historian Joetta M. Cramm writes that "if the old minutes are any indications, the meetings were brief and possibly quite dull." The meeting of Sept. 7, 1857, would have been hard to beat - "there was simply no business," writes Cramm.
