HOWARD ZONING -- The Howard County Council will meet in special legislative session at 4:30 p.m. in the Banneker Room, George Howard Building, 3430 Court House Drive, Ellicott City. Items on the agenda include proposed changes to the county's zoning regulations.


TOLL LANE OPEN HOUSE -- The Maryland Transportation Authority will hold an open house from 6 p.m. to 7:30 p.m. to give an overview of a project to add express toll lanes to Interstate 95 between the I-895 split and White Marsh. CARROLL HOME RULE -- The Carroll County commissioners will hold a public hearing at 7 p.m. on whether the county should consider adopting code home rule. The meeting will be at the County Office Building, 225 N. Center St., Westminster. 410-386-2030.


RAVENS MASCOT -- The Ravens mascot will appear at 10:30 a.m. at the Randallstown library to meet fans, sign autographs and pose for pictures. The library is at 8604 Liberty Road, Randallstown. 410-887-0770 or


DISASTER PREPAREDNESS -- Anne Arundel County officials will hold the last in a series of informational meetings on community disaster preparation from 7 p.m. to 9 p.m. at Jacobsville Elementary School, 3801 Mountain Road, Pasadena. 410-222-8040 or


SKIN CANCER TESTING -- The National Skin Cancer Screening Tour will offer free screenings by dermatologists at a mobile diagnosis vehicle from 9 a.m. to 5 p.m. at Rash Field, 601 Light St. The screenings will continue from 9 a.m. to 5 p.m. Saturday. No appointment is necessary.


INTERNATIONAL FESTIVAL -- The International Festival, which highlights Baltimore's diverse cultural background, will be from noon to 9 p.m. at the Poly/Western athletic fields at Falls Road and West Cold Spring Lane. Activities, including an international soccer competition, live music, dancing and ethnic foods, will continue noon to 9 p.m. Sunday. Admission is free. 410-396-3141.

HOWARD COUNTY FAIR -- The 61st annual Howard County Fair will take place from 8 a.m. to 11 p.m. through Aug. 12 at the Howard County Fairgrounds, 2210 Fairgrounds Road, West Friendship. Admission is $4; children under 10 are admitted free. 410-442-1022 or


DART TOURNAMENT -- The men's and women's final competition in the 16th annual Maryland State Dart Championship, which benefits the nonprofit agency Emerge Inc., will take place at 4 p.m. at the Emerge facility at 700A Evelyn Ave., Linthicum.
