As state prosecutors continue to weigh a criminal investigation of Sheriff R. Thomas Golding's second in command, the sheriff's office has shifted its focus to finding out who sparked the claims of campaign intimidation.
Robert B. Thomas, spokesman for the Harford County Sheriff's Office, would say only that "several matters" were under investigation and declined to comment on their nature.
