Should the lacrosse final four rotate between Baltimore and Philadelphia?

Probably. But let's first see how the New England region and the Patriots do with the event in 2008. It may make sense to rotate the event out of Baltimore or Philadelphia every fifth year to a different NFL market and stadium that could attract a lacrosse crowd.
